SUMMARY

Traditionally, much funding was directed towards poverty reduction programmes. But a shift has been taking place to programmes aimed at tackling root causes, for example through lobby and advocacy. These programmes pose a challenge to evaluators as it requires different methods to evaluate their effectiveness. In order to gain insight into what works and what doesn’t, IOB requested the Global Development Network to analyse the methods used in 32 evaluations.
